Lake County/HANDOUT The new Regional Operations and Communications Facility (ROC) in Lake County is under construction near several county buildings in Libertyville. Construction began back in April, marking a significant step forward for emergency services in the area. On Friday, officials officially broke ground on the $53.8 million project, which aims to streamline emergency response by consolidating services for over 600,000 residents across the county. This centralized approach is expected to improve efficiency and coordination among first responders. Once completed in the summer of 2025, the 37,426-square-foot facility will serve as the main hub for 911 calls for the Lake County Sheriff’s Office and any other local government agencies that choose to join. It's designed to handle high volumes of emergency traffic with ease. The idea for this facility was first discussed nearly a decade ago, when the Lake County Emergency Telephone System Board and other local entities explored ways to improve emergency communications through consolidation. In addition to handling regular emergency calls, the building will also be used by Commonwealth Edison during power outages, allowing for faster restoration of electricity. Its design ensures it can withstand natural disasters and continue operating without interruption. Funding for the project came from multiple sources. The federal government contributed $1 million through an appropriation secured with the help of U.S. Rep. Brad Schneider. Additional support came from the American Rescue Plan, which provided critical county funding. To further support the project, the county issued $30 million in bonds. Other financial contributions included a $2 million grant from the Illinois Clean Energy Communities Foundation and $5 million from the Emergency Telephone System Board.
