The Lake County Regional Operations and Communications Facility (ROC) is currently under construction in Libertyville, located behind several county buildings. Construction officially began in April, marking a significant step forward for the project that has been years in the making.

Last Friday, officials held a groundbreaking ceremony for the $53.8 million facility, which aims to streamline emergency services for over 600,000 residents across the county. The new center will serve as a centralized hub for 911 calls and other critical communications, improving efficiency and response times.

Expected to be completed by summer 2025, the 37,426-square-foot building will not only support the Lake County Sheriff’s Office but also offer space for other government agencies that wish to join the system. This consolidation is expected to enhance coordination and reduce redundancy among emergency services.

The project was first proposed over a decade ago when the Lake County Emergency Telephone System Board and local authorities explored the idea of consolidating 911 services. It took years of planning, approvals, and funding to bring the vision to life.

In addition to handling emergency calls, the facility will provide a reliable communication center during power outages, thanks to Commonwealth Edison's involvement. The building is designed to withstand natural disasters and ensure continuous operations, even in the worst conditions.

Funding for the project came from multiple sources, including $1 million from the federal government through an appropriation secured with the help of U.S. Rep. Brad Schneider. Additional support came from the American Rescue Plan, as well as $30 million in bonds issued by the county. Other contributors include a $2 million grant from the Illinois Clean Energy Communities Foundation and $5 million from the Emergency Telephone System Board.

This new facility represents a major investment in public safety and infrastructure, ensuring that Lake County is better prepared for emergencies now and in the future.
