The Second China-Russia-Harbin Oil Forum took place in Beijing on November 30th, bringing together industry leaders, government officials, and experts from China, Russia, and Kazakhstan. The event focused on the theme of "Deepening Understanding and Promoting Cooperation," aiming to strengthen ties and explore practical solutions in areas such as investment, trade, transportation, and pricing within the oil sector. The forum provided a vital platform for companies from China, Russia, Kazakhstan, and other former Soviet states to exchange ideas, expand mutual understanding of the investment environment, and identify new opportunities for collaboration. Discussions centered on energy projects, trade agreements, and strategies to enhance cooperation and foster positive interaction among the three nations. Li Yongwu, Chairman of the China Petroleum and Chemical Industry Association and the Chinese representative of the Second Sino-Russian-Harbin Petroleum Forum, opened the event with a speech. He emphasized that oil is a crucial link in strengthening trade relations between the three countries. He highlighted recent developments, such as PetroChina's successful acquisition of Kazakhstan’s PK Oil Company in October and the completion of the 970-kilometer Atashu-Alashankou pipeline by December. These milestones demonstrate the active progress being made in Sino-Russian oil cooperation, and he called for greater participation from oil companies to further advance energy partnerships. Mr. Gordyev, Deputy Minister of Energy and Mining of Kazakhstan, also addressed the forum. He praised the high level of complementarity in energy cooperation between the three countries. Russia and Kazakhstan, rich in energy resources, view energy development as a strategic priority, while China's rapidly growing economy continues to drive strong energy demand. He noted that China represents a stable and reliable market, and that the foundation for energy collaboration has already been laid. He expressed optimism that this forum marks the beginning of an important period of opportunity for all three nations. The two-day forum concluded on December 2nd, leaving participants hopeful about the future of energy cooperation between China, Russia, and Kazakhstan. With continued dialogue and shared goals, the region is poised to deepen its energy ties and create long-term value for all stakeholders involved.
