BGA has more to say about the Tri-State FPD
The Better Government Association has once again targeted the Tri-State Fire Protection District with a new article that raises questions about the organization's inner workings. The article is titled "More Smoke Coming Out Of Tri-State," published on December 30, 2013.
Firefighters, known for their vigilance, have noticed troubling signs within their own department. A series of investigative pieces by the BGA has already highlighted extravagant spending, potential conflicts of interest, and pension manipulation within the Darien-based agency. These revelations have sparked further concerns among the ranks and cast doubt on the leadership of the district.
One of the latest issues revolves around confidential audio recordings from closed-door sessions of the Tri-State board of trustees, a three-member oversight body. According to the Illinois Open Meetings Act, these sessions are permitted under specific conditions, including maintaining a verbatim record—either video or audio—of the proceedings. Until recently, these recordings were stored at the home shared by Trustee Jill Strenzel and Fire Chief Michelle Gibson, who have been in a long-term relationship and entered a civil union in 2012.
Following concerns raised by Trustee Michael Orrico about the storage location and accuracy of meeting minutes, Strenzel mentioned that the tapes were kept at her place due to renovations at the Tri-State station. She suggested Orrico could listen to them if he wished. However, accessing these tapes has proven difficult. Seven special meetings were arranged to review the tapes, yet at least four were canceled.
An unusual incident involving law enforcement occurred when Burr Ridge police were called to the Tri-State station on Madison Street in Burr Ridge on November 21 regarding a reported burglary. Strenzel informed officers that someone had broken into a safe containing tapes and other documents. Police reports, obtained via the Illinois Freedom of Information Act, indicate that while Strenzel pulled papers from the safe, she became concerned about unauthorized access. After an investigation, police determined nothing was missing and classified the incident as suspicious circumstances. When Strenzel inquired about what to do if tapes were allegedly erased with a magnet, officers advised her to contact authorities.
The following day, on November 22, police returned to the station late at night to oversee the transfer of items from one compromised safe to another. Officers declined physical involvement but observed Strenzel move envelopes, plastic bags containing audio tapes, manila folders, and a recording device.
This incident came just days after another odd event. On November 18, before a regular board meeting began, Strenzel reportedly fell outside the station and damaged two empty tape recorders. In response, a district attorney requested an employee purchase a new recorder for the closed session.
Despite these developments, the specifics of what transpired during the closed sessions remain undisclosed. At the December 17 regular board meeting, trustees approved—and kept confidential—the minutes from several closed sessions over the past year. Trustees Hamilton “Bo†Gibbons and Strenzel voted in favor, while Orrico opposed.
Another intriguing development involves paramedics and emergency medical technicians employed by Public Safety Services Inc., who work at Tri-State. They have been actively organizing to form a union. Over 50% of the workforce has signed cards seeking union representation. An election is set for the end of the month, with results expected early next year.
In light of this unionization effort, Fire Chief Gibson announced that Shelly Carbone, who managed the paramedics, would take on a role at the corporate level within PSSI and would no longer serve as EMS coordinator at Tri-State. PSSI did not respond to calls.
As tensions rise within the west suburban department, the stability of the district appears fragile. Firefighters continue to observe closely, alert to the growing concerns.
