The General Administration of Quality Supervision, Inspection and Quarantine proposed five mechanisms for counterfeiting of chemical fertilizers to effectively improve counterfeiting effectiveness
At a national chemical fertilizer rectification meeting held on November 23, it was revealed that Lincui County had shared its experience in establishing a high-quality national chemical fertilizer production base. The State Administration for Market Regulation (AQSIQ) emphasized the need to implement a pre-emptive strategy against counterfeit and substandard products, ensuring effective supervision of companies, and addressing how to handle issues through five long-term mechanisms to prevent the resurgence of fake agricultural inputs.
First, a "block-based, responsibility-based" system must be established and implemented. This system will align the government's leadership responsibilities with the regulatory duties of relevant departments, creating a unified governance model where all levels of government lead, departments coordinate closely, and comprehensive management is effectively carried out.
Second, the mechanism for investigating major cases must be further improved. A strict reporting system should be enforced for significant cases, and a cross-regional coordination mechanism should be set up to ensure thorough investigation and resolution of serious violations.
Third, a market access and exit mechanism needs to be put in place. Companies that do not meet the production standards for fertilizers must be strictly prohibited from obtaining production licenses. Those repeatedly producing counterfeit or substandard products should be banned permanently. Institutionalizing this process ensures that fake products have no room to exist.
Fourth, a classification and supervision mechanism should be introduced to guide companies toward proper development. Enterprises should be categorized based on their compliance and performance. Poor performers must be closely monitored, while lawbreakers should be banned without exception. For well-performing companies, visible support measures should be provided to encourage all businesses to maintain high standards.
Lastly, an early warning system must be established to prevent serious quality issues. It is essential to detect potential problems promptly and address them at an early stage. If issues arise, emergency solutions must be ready to minimize damage. To achieve this, a group of reputable companies can be organized as product quality monitors. Informants should also be trained to build a prompt and comprehensive reporting network. Additionally, efforts should be made to raise awareness in rural areas about the dangers of counterfeit agricultural materials, turning post-event responses into preventive actions.
By implementing these strategies, the goal is to create a safer and more transparent market for chemical fertilizers, protecting both farmers and consumers from substandard products.
