The Hong Kong-Guangdong Small-Medium Motor Vehicles Mutual Recognition Beginning on January 1

On January 1, 2004, Hong Kong and Guangdong Province reached an agreement to mutually recognize small-car driving licenses, marking a significant step in cross-border transportation cooperation. This agreement, finalized during the 19th round of discussions on cross-border automotive technology, allows both residents to drive vehicles in each other's regions without needing to retake driving tests. Hong Kong residents with valid driver’s licenses can apply for a mainland China driver’s license by submitting their Hong Kong ID, passport or Home Return Permit, and a medical report. They must also complete the "Exemption Application Form" and pass a background check. Similarly, mainland residents can apply for a Hong Kong license without taking a test, provided they meet the requirements. The new system covers private cars (Class C), motorcycles (Class E), and motor tricycles (Class 22). However, drivers with automatic transmission licenses (excluding motorcycles) are only allowed to drive non-automatic vehicles in the mainland. The process involves several steps, including document submission, medical checks, and signing a personal statement. Once issued, the licenses are treated the same as regular ones, requiring periodic inspections, mandatory traffic education, and passing exams. Failure to comply may result in license cancellation. Changes in personal data, health, or residence must be reported within specified timeframes, or legal penalties may apply. For those who misuse or lose their license, reapplication is restricted for two to five years. Meanwhile, mainland residents can still apply for Hong Kong licenses under similar conditions. Vehicles driven by Hong Kong residents in Guangdong must follow local rules, while mainland drivers must adhere to existing exit regulations. From 2004 onward, the Guangdong Public Security Bureau stopped issuing licenses marked with “Hong Kong” or “Macao.” Existing licenses remain valid but will eventually be transferred to local public security bureaus for renewal. By mid-2005, all services related to these licenses will be handled through provincial departments. Due to differences in road signs and driving directions between Hong Kong and Guangdong, drivers are encouraged to familiarize themselves with local traffic laws. Information and application forms are available online through the Guangdong Traffic Police Corps and the Hong Kong Transport Department. This initiative aims to enhance safety and streamline cross-border travel for drivers on both sides.
