The Hong Kong-Guangdong Small-Medium Motor Vehicles Mutual Recognition Beginning on January 1
On January 1, 2004, Hong Kong and Guangdong Province reached an agreement to mutually recognize small car driving licenses. This decision was part of the 19th round of discussions on cross-border automotive technology issues between the two regions. The mutual recognition of driver’s licenses allows both Hong Kong and mainland residents to apply for a local license without taking a test, provided they meet certain conditions.
Hong Kong residents with a valid private car or higher-level license can apply to exchange their license for a mainland C-type small car license, as long as they meet the health and age requirements set by the mainland. Those with motorcycle or motor tricycle licenses (excluding automatic vehicles) can also convert their license to an E-type mainland motorcycle or moped license. For those with an automatic transmission license (excluding motorcycles), only a small 9-seat passenger vehicle license is permitted.
To apply for a license in the mainland, Hong Kong residents must submit several documents, including their Hong Kong ID card, a copy of their mainland travel permit, proof of residence, a valid Hong Kong driving license, a medical report from a certified institution, and sign a personal statement on the application form.
Once issued, the mainland license is treated the same as a regular one, requiring periodic inspections, mandatory traffic education, and passing exams if needed. Failure to comply with regulations, such as not attending inspections for over three months or failing to renew on time, may result in license cancellation. Any changes in personal data or physical condition must be reported within 30 or 10 days respectively. If moving out of the original jurisdiction, a transfer must be done within 60 days. Failure to do so could lead to legal consequences.
If a license is revoked due to fraud or violations, the individual will be barred from reapplying for two years, and full reapplication would be restricted for five years.
Mainland residents are also allowed to apply for Hong Kong licenses under similar conditions. Those with a C-class license or above can directly obtain a Hong Kong private car license, while D or E class motorcycle holders can get a Hong Kong motorcycle license. From 2004, those with a Z-class license for small automatic cars can only apply for a Hong Kong private car license that does not require an automatic transmission system.
Residents applying for a Hong Kong license need to submit a valid passport, travel documents, and a mainland driver's license. The Hong Kong Transport Department will issue a 10-year license after verifying the information, unless the applicant is over 60.
Licenses issued through direct replacement without testing remain subject to Hong Kong laws. Starting from 2004, Hong Kong residents can drive mainland-issued licenses in Guangdong, but exiting mainland vehicles still follows current rules. The Guangdong Public Security Bureau will stop issuing licenses marked “Hong Kong†or “Macao,†though existing ones remain valid and will continue to be reviewed by provincial authorities.
By mid-2005, all license-related files will be transferred to local public security bureaus, and renewal will be handled through annual reviews. From then on, drivers from Hong Kong, Macao, Taiwan, and abroad will apply directly to provincial public security departments.
Due to differences in road signs, driving directions, and traffic laws, drivers who have been exempted from testing are required to familiarize themselves with local regulations to ensure safe driving.
