The General Administration of Quality Supervision, Inspection and Quarantine proposed five mechanisms for counterfeiting of chemical fertilizers to effectively improve counterfeiting effectiveness
At a national chemical fertilizer regional rectification meeting held on November 23, it was revealed that Lincui County had shared its experience in establishing a national high-quality chemical fertilizer production base. The AQSIQ (General Administration of Quality Inspection and Supervision) has proposed the establishment of a five-pronged long-term mechanism to prevent the recurrence of counterfeit agricultural materials. This includes early prevention, effective supervision, and proper handling of issues once they arise.
First, a "block-based, responsibility-based" system must be implemented. This system will combine the government’s leadership responsibilities with the supervisory duties of relevant departments, creating a unified governance structure where all levels of government are involved, departments work closely together, and comprehensive management is ensured.
Second, the work system for investigating major cases needs further improvement. Strict reporting procedures must be enforced for significant cases, and a coordination mechanism should be established for cross-regional cases to ensure thorough investigation and resolution.
Third, a market access and exit mechanism should be set up. Companies that do not meet the required production standards should be prohibited from obtaining production licenses, and those repeatedly producing fake or substandard products must be banned. Institutionalizing this process ensures that counterfeit goods have no room to exist in the market.
Fourth, a classification and supervision mechanism should be introduced to guide companies toward proper development. Enterprises will be categorized based on certain criteria, and poorly performing ones will be strictly monitored. Those found violating regulations will be banned, leaving no one behind. Meanwhile, well-performing companies should receive visible support to encourage overall industry improvement.
Finally, an early warning system must be developed to prevent serious quality issues. It is essential to detect potential problems quickly and address them before they escalate. If issues do arise, emergency solutions must be in place to minimize damage. This can be achieved by organizing reliable companies as product quality monitors, training informants to build a prompt reporting network, and taking preventive measures against the spread of counterfeit agricultural materials into rural areas.
