Ministry of Industry and Information Technology Strengthens Green Supervision Automobile Industry Accelerates to Green Manufacturing

In order to promote the promotion of green manufacturing in the automotive industry, the Ministry of Industry and Information Technology will publish "Management Requirements for Automotive Hazardous Substances and Recyclable Utilization Rate" to promote green manufacturing, green products, green factories and green supplies in the whole process of product design, raw material selection, and processing technology. Chain, and implement the annual development report system, carry out green evaluation, guide green production and green consumption.

Green manufacturing is one of the important directions of “Made in China 2025”. Gao Yunhu, director of the Department of Energy Conservation and Comprehensive Utilization of the Ministry of Industry and Information Technology, told reporters that China's manufacturing industry has still not escaped the development model of high input, high consumption, and high emissions. The Ministry of Industry and Information Technology must vigorously promote eco-design, and consider the impact of product manufacturing on the environment and resources when designing the project, so that green development can be considered in all aspects of the entire life cycle including raw material selection, production technology, green consumption, and effective recycling.

The automotive industry is an important area of green manufacturing. On the one hand, China is one of the most promising auto markets in the world; on the other hand, the auto industry is a typical resource-intensive industry. China, as a large automobile manufacturing country, has not escaped the traditional mode of extensive development. The production of automobiles consumes 10 million tons of steel, millions of tons of plastic, and a large amount of rubber, glass, textiles, non-ferrous metals, and various chemical products.

In addition, lead, mercury and other harmful substances are widely used in automotive steel, glass and other components. Therefore, strengthening the management of automotive hazardous substances and improving the recycling rate of end-of-life vehicles can reduce costs, ease the pressure on resources and the environment that the auto industry faces, and reduce the harm to the environment and human health.

Bi Junsheng, deputy director of the Department of Energy Conservation and Comprehensive Utilization of the Ministry of Industry and Information Technology, said that green manufacturing is also a need to improve the international competitiveness of China's automotive products.

At present, China’s auto companies have begun to establish management concepts that restrict the use of hazardous substances in auto products and increase recycling efficiency, and have certain technical reserves. For example, Jianghuai Automobile has comprehensively promoted the use of green materials from outside the vehicle to the interior of the vehicle and eliminated the use of contaminated, toxic, odorous automotive production materials. GAC Toyota has tried its best to use recyclable materials and facilitate recycling in the development and design phase of vehicles. The ingenious structure of utilization; Weichai Group has built a high starting point, specialized, and large-scale engine remanufacturing base.

According to the survey, 70% of China’s auto companies have begun to establish a management system for hazardous substances and recycling, and the compliance rate of lead, cadmium and other harmful substances is about 90%, and the recoverable rate is about 90%. However, there is still a certain gap between the overall level of the industry and developed countries and regions. At present, the management of hazardous substances is only equivalent to the management level of Europe in 2008, making it difficult for China's automotive products to enter the markets of developed countries.

"An important performance of the gap is that there is no effective control of the use of harmful substances from the source, and there is no research and development and application of advanced technologies such as easy-to-remove, easy-to-recycle design, and green selection." Bi Junsheng said. The forthcoming "Requirements" emphasizes ecological design and requires automobile manufacturers to adopt environment-friendly design solutions at the design and production stage to ensure that the products have good detachability and easy dismantlement, and facilitate dismantling and materials at the recycling stage. Sorting, improve recycling efficiency and effectiveness.

At the same time, the "Requirements" also implement the producer responsibility extension system to create a green supply chain. Require automotive manufacturers to pass relevant management requirements to parts and materials suppliers at all levels, and use materials, technologies, and processes that are environmentally friendly, such as high resource utilization, low pollutant generation, etc., in the design and production stages of parts and materials. , Implement material identification requirements, and issue downstream recycling and dismantling companies to publish “Automatic Automobile Dismantlement Guidance Manual” through appropriate channels and methods. Explain information on the use of materials and hazardous substances in the main parts and components of automobiles, and support end-of-life vehicle recycling and dismantling enterprises to achieve environmental protection. , Efficient, safe, and finely dismantled.

“Ministry of Industry and Information Technology will strengthen green supervision and conduct green evaluation.” Bi Junsheng disclosed that automobile manufacturers should regularly submit relevant data and information on the use of harmful substances and recyclability, and implement an annual information disclosure system. The Ministry of Industry and Information Technology will annually Publicize relevant information, guide green consumption, and use market mechanisms to promote enterprises to improve environmental protection.
