National Development and Reform Commission announces the elimination of backward production capacity
On March 3, the National Development and Reform Commission (NDRC) and the State Environmental Protection Administration (SEPA) released a detailed list outlining the outdated production capacities in key industries, including citric acid, ethanol, and monosodium glutamate. The announcement also included a list of companies and production lines that were required to be phased out as part of broader environmental and industrial restructuring efforts.
According to the official document, a total of 23,000 tons of outdated citric acid production capacity was identified for elimination, primarily located in Guangxi and Hebei provinces. These facilities were considered inefficient and environmentally harmful, contributing to excessive pollution and resource waste. In the ethanol sector, a much larger volume—421,000 tons of obsolete production capacity—was slated for closure, mainly in Heilongjiang and Liaoning, where many small-scale and outdated plants were operating without modern pollution control systems. Meanwhile, the saccharin industry faced the removal of 72,000 tons of outdated production capacity, concentrated in Shandong, Henan, and Sichuan, which were known for their high energy consumption and poor environmental performance.
The move reflects the Chinese government's ongoing efforts to promote sustainable development, reduce industrial pollution, and encourage the adoption of more advanced and eco-friendly technologies. By targeting these outdated facilities, authorities aim to improve air and water quality, enhance energy efficiency, and support long-term economic growth. This initiative is part of a larger national strategy to transition from heavy polluting industries to cleaner, more efficient production models.
