Chemical industry accelerates the "fourth growth pole"
The "Northeast Revitalization Plan," officially approved by the State Council, was announced on August 20. As the first regional development plan of its kind to be formally endorsed by the Chinese government, it was organized by the National Development and Reform Commission and the Northeast Revitalization Office. The plan aims to transform the Northeast into a key economic growth area with a high level of comprehensive development, positioning it as a vital engine for China's overall economic growth.
In recent years, Premier Wen Jiabao emphasized the revitalization of old industrial bases, including the Northeast, visiting the region frequently and highlighting the importance of integrating the Northeast’s revitalization with the development of western China. This vision has been carried forward by the new administration, which has placed significant emphasis on the Northeast’s industrial renewal. With the introduction of the national revitalization policy, the concept of the "fourth growth pole" in inland China—following the Pearl River Delta, Yangtze River Delta, and Beijing-Tianjin-Tangshan regions—has gained momentum. Over the next five to ten years, this period is expected to mark a crucial phase in the Northeast’s transformation, setting a new foundation for sustainable development and full-scale revitalization. Notably, the newly released "Planning" highlights the chemical industry as a central focus of this effort.
According to the plan, the Northeast should pursue a path of new industrialization, emphasizing market-driven approaches, enterprise-led innovation, and enhancing independent research capabilities. The goal is to shift from traditional growth models toward more sustainable and technology-based development. A major priority is the optimization of the chemical industry structure, which serves as the cornerstone for building a modern industrial base.
The plan also emphasizes the construction of an advanced equipment manufacturing hub. By focusing on informatization, intelligence, and integration, companies are encouraged to boost their innovation and system integration capabilities, aiming to make the Northeast a globally competitive center for heavy machinery and large-scale equipment. Specific projects include the development of 10 million tons of oil refining equipment, 1 million tons of ethylene and PX production lines, and large compressors for coal liquefaction projects.
Energy development is another key component. The plan advocates for energy-saving, environmentally friendly, and diversified strategies, promoting cooperation within Northeast Asia and establishing a national energy security base. Projects include the orderly development of coal resources, the creation of large coal-to-electricity bases, and expanding natural gas production. Efforts will also focus on developing oil shale and constructing pipelines to enhance energy supply and efficiency.
Additionally, the plan calls for the establishment of basic raw material industries, such as petrochemicals and coal chemical bases. It envisions the expansion of ethylene production and the development of coal chemical projects in key locations like Xilinhot and Huolinhe.
Sustainable development is a growing focus. The plan addresses the challenges of resource-based cities, encouraging the development of alternative industries and technological innovation. For example, Daqing aims to improve oil recovery rates and expand petrochemical and equipment manufacturing sectors, while Panjin seeks to strengthen its petrochemical chain and develop new industries like plastics and building materials.
Regional coordination is also emphasized. The plan promotes the integration of urban clusters, such as the Harbin-Dalian and coastal economic belts, to form a spatial layout of “three vertical and five horizontal.†The inclusion of areas in Inner Mongolia, such as Hulunbeier and Xing’an League, marks a significant step in expanding the revitalization scope.
Cooperation with Russia’s Far East is another priority. Given the shared border and strategic location, the plan highlights energy collaboration between the two regions, especially in oil and gas sectors.
Environmental protection and energy conservation are integral to the plan. Measures include improving water pollution control, promoting desulfurization projects, increasing waste utilization, and advancing circular economy initiatives at enterprise and park levels.
Finally, the plan stresses the rational use of resources, efficient land management, and responsible mineral development, ensuring long-term sustainability and ecological balance in the Northeast.
